Description

Southern Housing are seeking to procure 4 contractors to delivery of lift modernisation works across 4 Lots.

And Bidders will be required to have the capability to fulfil the following roles in support of contract delivery:

a. Liaison with Residents in relation to the programme of works and facilitating support for Residents during works including temporary access solutions such as stairlifts where feasible and there is an identified need

b. Legal responsibility of Principal Designer and Principal Contractor roles under both CDM

c. Legal responsibility of Principal Designer and Principal Contractor roles under Building Safety Act requirements

Bidders are able to tender for multiple Lots but will only be able to secure 1 Lot. Each Lot will be scored and evaluated individually and contracts will be awarded on the basis of the Most Advantageous Tender (MAT).

The contracts will be for an initial term of 5 years with an option to extend by up to a further 5 years at prescribed intervals.

The Client is targeting the following strategic objectives and added value benefits:

11. Collaborative approach offering continuous improvement of the service and related methodologies

12. Access to new and emerging technology solutions, such as remote monitoring

13. Improved contract and financial management

14. Supporting service resilience and agility

15. Delivery of social value outcomes

16. Ideas and innovation.

The Client reserves the right, at its sole discretion, to update, modify or replace its strategic objectives or policies after the date of

this Invitation to Tender by notification to the Bidders in writing.

In accordance with section 52 of the Act, wherever the Client enters into a public contract with an estimated value of more than

£5 million, the Client must set and publish at least three key performance indicators in respect of the Contract.

In light of the estimated value of the Contract, the Client has set the following indicative key performance indicators in

accordance with section 52 of the Act for the purposes of this procurement:

KPI 1 – Performance Against Programme – Lift availability

KPI 2 – Performance Against Programme - Completions

KPI 3 – Defects at Witness Testing

KPI 4 – Health and Safety File submission

The Contracts will be for an initial term of 5 years with an option to extend by up to a further 5 years providing a maximum term of 10 years

The right to additional purchases while the contract is valid.

The Contract may be modified on the materialisation of a known risk within the meaning of section 74 and paragraph 5 of Schedule 8 to the Act, or to enable the exercising of options as set out in. Volume 2 – JCT MTC 2024 Form of Contract with Amendments.

Description of how multiple lots may be awarded:

a. If a Bidder bids for one Lot and is ranked 1st in that Lot following tender evaluation, they

will be awarded that Lot.

b. If a Bidder bids for two or more Lots and is ranked 1st in more than one Lot following tender evaluation, the following approach will apply:

a. The Lot with the highest MAT score will be awarded to the Bidder and the Bidder will be automatically deemed to have withdrawn from the other Tender Submissions relating to the other Lots and the other Lots will be re-evaluated in accordance with the assessment methodology provided within this Invitation to Tender.

b. If the Bidders MAT scores are the same for more than one Lot, then the Bidders Quality evaluation score will be reviewed for each Lot and the Lot with the highest Quality evaluation score will be awarded to the Bidder and the Bidder will be automatically deemed to have withdrawn from the other Tender Submissions relating to the other Lots and those Lots will be re-evaluated in accordance with the assessment methodology provided within this Invitation to Tender.

c. If the Bidders MAT scores and Quality evaluation scores are the same for more than one Lot then the Bidders Price evaluation score will be reviewed for each Lot and the Lot with the highest Price evaluation score will be awarded to the Bidder and the Bidder will be automatically deemed to have withdrawn from the other Tender Submissions relating to the other Lots and those Lots will be re-evaluated in accordance with the assessment methodology provided within this Invitation to Tender.

d. If the Bidders MAT scores, Quality evaluation scores and Price evaluation scores are the same for more than one Lot then the Bidder will be awarded the Lot with the highest contract value and the Bidder will be automatically deemed to have withdrawn from the other Tender Submissions relating to the other Lots and those Lots will be reevaluated in accordance with the assessment methodology provided within this Invitation to Tender.

e. When Lots are re-evaluated in accordance with the assessment methodology provided within this Invitation to Tender, following a Bidder being automatically deemed to have withdrawn from the other Tender Submissions relating to the other Lots, the outcome will be:

I. A Bidder that has not previously been awarded a Lot will be awarded a Lot.
